The new brand name of the National Optical Fiber Network (NOFN) is Bharat Net Project which was launched in October 2011 to provide Broadband connectivity to all 2.5 lakh Gram Panchayats. In 2015, it was renamed as Bharat Net. Its objective is to connect 2.5 lakh Gram Panchayats of the country with a speed of 100 Mbps connectivity.

Let us tell you that on January 8, 2018, the first phase of BharatNet project has been completed by the Government i.e. Optical Fiber network has been laid in about 1 lakh Gram Panchayats in the country. In addition, Broadband connectivity will be provided to Gram Panchayats in its second phase as well and it was targeted to be completed by March 2019.

It would not be wrong to say that Bharat Net Project is the largest rural Broadband connectivity program in the world. It is being implemented under Make in India. That is, no foreign company's cooperation is being taken in Bharat Net. The first objective of this project was to extend the existing Optical Fiber network to the Gram Panchayat level. Do you know that the Government has made this NetWork available for Telecommunication service and has envisaged such a network that can be transmitted easily through rural areas, voice and video. For this, partnering with the state and private sectors is to provide affordable Broadband services to citizens or people in rural and remote areas.


Now the question arises what is fiber optics?



Fiber Optics is a technique of using glass or plastic threads as fiber to communicate. It is a bundle of glass thread inside a cable in which each fiber is capable of transmitting mixed messages over waves of light.

In the First Phase, one lakh Gram Panchayats have been provided with Broadband connectivity through underground Optic Fiber cable (OFC) lines. The First Phase has been completed by December 2017.


The Second Phase will provide connectivity to all 1.5 lakh Gram Panchayats in the country using optimum mix of fiber over underground fiber, power lines, radio and satellite media. This is the last date to do March 2019. In order to succeed in Phase-2, the Optic Fiber cable (OFC) has been included on the electric poles as well as the participation of the states in it will also be important. This is a new part of the Bharat Net Project strategy as the method of connectivity by Aerial Optic Fiber cable (OFC) has many advantages including low cost, fast implementation, easy maintenance and use of existing power line infrastructure. It was proposed to provide Wi-Fi Hotspot connectivity to citizens in Gram Panchayats.

State-of-the-art, future-proof networks, including fiber between districts and blocks, will be built In the Third Phase from 2019 to 2023, with ring topology to provide redundancy.

Who is funding this project?

Bharat Net is being funded through the Universal Service Obligation Fund (USOF) which will have funding of about 20,100 crores. In rural and remote areas the Universal Service Obligation Fund (USOF) was established with the fundamental objective of providing people with access to 'basic' telegraph services at affordable and reasonable prices. The scope has been extended to provide subsidy support to enable access to all types of telegraph services, including mobile services, broadband connectivity and construction of infrastructure such as Optic Fiber cable (OFC) in rural and remote areas.
